Commission Welcomes New Attorney Advisor Richard Herskovitz
Richard Herskovitz
Mr.
Herskovitz graduated from Penn State University in 1969
with a B.A. Degree, and received a J.D. Degree from Duquesne
University School of Law in 1975. After a couple of years
as an Assistant Attorney General at the PA Department of
Transportation in Harrisburg, PA, he began a career in public
utility law as an Assistant Counsel in the PA Public Utility
Commission ("PA PUC") Law Bureau, also in Harrisburg, in
1979.
Since then, Mr. Herskovitz has practiced utility law
in various capacities, as a PA PUC Administrative Law Judge,
a senior associate in the Harrisburg office of LeBouef Lamb
Green & MacRae, and in-house counsel for water (AquaSource,
Inc.) and electric utilities (Duquesne Light Company) located
in Pittsburgh, PA. Prior to coming to the D.C. PSC, Mr.
Herskovitz was Assistant General Counsel (Regulatory) and
Chief Compliance Officer for matters involving the FERC
Standards of Conduct at Duquesne.
