Chairperson Yates joined
the Public Service Commission in January 1993. Since then she
has been actively involved in all aspects of electric, gas, and
telecommunications issues that affect the District of Columbia.
Chairperson Yates
chairs the Infrastructure Trust Fund Board that has provided wiring
and training in the District of Columbia public schools and libraries.
She is a member of the National Association of Regulatory Commissioners'
Electricity Committee and a Board Member of the Mid-Atlantic Conference
of Regulatory Commissioners.
In addition to her responsibilities at the DC PSC, Chairperson
Yates chairs the Washington Metropolitan Area Transit Commission
(WMATC). WMATC is an interstate commission which regulates transportation
provided by privately owned carriers within the Metropolitan District.
Chairperson Yates is
a native of Washington DC. She received a Bachelor of Arts in
political science from Howard University and a Juris Doctor from
Georgetown University Law Center. Her legal experience includes
the areas of energy, transportation, telecommunications, collective
bargaining and labor management relations.
