Richard E. (Rick) Morgan began a second four-year term on the District of Columbia Public Service Commission in July 2007.

Mr. Morgan serves as leader of the Task Force on Climate Policy of the National Association of Regulatory Utility Commissioners (NARUC), and he serves on the Association's Board of Directors. He is also a member of NARUC's Energy Resources and Environment Committee. He served as staff co-chair of the committee's predecessor, the NARUC Energy Conservation Committee, from 1989 through 1991. Mr. Morgan is currently co-chair of the Electricity Committee of the Mid-Atlantic Conference of Regulatory Utility Commissioners (MACRUC) and has previously chaired the steering committee of the Mid-Atlantic Distributed Resources Initiative (MADRI). Mr. Morgan chairs the Board of the Smart Meter Pilot Program, Inc. (SMPPI), which oversees a smart metering pilot program in the District of Columbia, and he serves on the NARUC-FERC Collaborative on the Smart Grid.

Before joining the Public Service Commission as a commissioner, Mr. Morgan spent 12 years with the U.S. Environmental Protection Agency (EPA), where he focused on climate policy and emissions trading and represented EPA on energy policy matters including environmental disclosure, clean energy development, and electricity restructuring. Mr. Morgan oversaw the development of data tools such as the eGRID database of power plant emissions and served as an EPA liaison to state public utility commissions and the Federal Energy Regulatory Commission.

From 1994 through 1995, Mr. Morgan served on a detail with the U.S. Department of Energy, where he represented the federal government in electricity restructuring proceedings in California, New York, and Maryland.

Prior to joining EPA in 1991, Mr. Morgan spent five years on the staff of the D.C. Public Service Commission, where he served as technical assistant to Commissioners Wesley Long and Edward Meyers and helped to develop Commission policies on energy conservation and resource planning.

During his more than 35 years in the field of energy policy and utilities, Mr. Morgan has authored numerous books, reports, and papers on electric power. He holds a Master of Public Policy degree from the University of Maryland and a B.A. in economics from Antioch College.
